Opened in 1918, the Miner's Institute was the result of the combined effort of coal miners belonging to United Mine Workers Locals 848, 264 and 685. Each miner contributed one percent of his annual income to fund construction for the 65 x 148 three-story building.
The structure houses a vestibule, lobby and theater/auditorium on the first floor for large meetings and to draw entertainers to the area. There are offices and meeting spaces on the second floor, and a kitchen and large ballroom on the third floor. Access to the upper levels is gained via stairways and there are four restrooms.
Following the end of mining in the area, the building served as a theater and movie house under Bloomer Amusement Company.
On August 28, 1985 the building was placed on the National Register of Historic Places.
The Miner's Institute Foundation (MIF) was created in 1988 by a group of 21 individuals concerned about the future of the structure.
Through negotiations and fundraising, the group was able to purchase the building from Bloomer Amusement.
In 2008, the Collinsville Area Recreation District (CARD) acquired the building from MIF and has been working with architectural firm, White and Borgognoni Architects, P.C., to restore the aged structure to its former glory.
The bid for phase one of the project was approved by the CARD Board of Commissioners at its regular meeting on Tuesday, April 20, 2010. The project was awarded to Impact Strategies, Inc. of Fairview Heights and was completed at the end of May, 2011 for $753,875. Phase two is expected to go out for bids during the summer of 2011.
